Background on Facilitated Processing for Information Technology Workers

In response to the need of employers to fill critical shortages in the software industry, Citizenship and Immigration Canada (CIC) collaborated with Human Resources Development Canada (HRDC) and Industry Canada on the development of a pilot project to streamline the entry of those workers whose skills are in high demand in the software industry and whose entry into the Canadian labor market would have no negative impact on Canadian job seekers and workers.

Under normal circumstances, a foreign worker who wishes to work in Canada requires an employment authorization from CIC and a validated job offer from a local HRDC office. If the HRDC office determines that there are no Canadian citizens or permanent residents available to fill the position, the job offer to the foreign worker is validated and the worker may then apply for an employment authorization for admission to Canada.

Under the pilot project, the job specific validation was replaced by a national validation letter, which states, among other things, that Canadian citizens or permanent residents cannot fill certain software positions. The national validation letter removed the delay associated with the job specific validation process.

An evaluation of the software development worker pilot project completed by Ekos Research found:

1. That the pilot project contributed to alleviating the skills shortage problem;
2. No evidence that Canadian workers were being displaced;
3. No downward pressure on wages paid to Canadian workers in the same industry;
4. Evidence of skill transfer from foreign workers to existing staff.

The expedited processing will continue while the redesign of the Temporary Foreign Worker Program is finalized.

Senior Animation Effects Editor

Duties:

Compositing and editing animation and digital effects (FX) for film and television.

Minimum Requirements:

1. Education: Bachelors degree or equivalent technical school certification in film editing and/or computer graphics, or equivalent work experience. (Experience must be in animation, film, or digital effects — see item #3 and following skills/technologies list.)
2. Language: Working proficiency in English and/or French (written and oral).
3. Experience: Two (2) years experience with non-linear composing and effects background, with traditional on/off line an asset. Knowledge required and to be demonstrated in work experience, as a senior editor in production. At least two (2) years experience required with any or a combination of platforms and software and hardware in the following chart.

Embedded Systems Software Designer

Duties:

Designing, implementing, and documenting real-time embedded software for a variety of applications.

Minimum Requirements:

1. Education: Bachelors degree (B.A.) or a 2-year Post-secondary diploma/certification with a computing element.
2. Language: Working proficiency in English and/or French (written and oral).
3. Experience: Two (2) years experience designing and implementing real-time software in a high- or low-level language. See table below.

MIS Software Designer

Duties:

Designing and implementing software for Management Information Systems.

Minimum Requirements:

1. Education: Bachelors degree (B.A.) or a 2-year Post-secondary diploma/certification with a computing element.
2. Language: Working proficiency in English and/or French (written and oral).
3. Experience: Two (2) years experience with application development: programming, designing, and analyzing real-time OLTP (on-line transaction processing), RDBMS (relational database management systems), and large mainframe systems, large mainframe systems including experience with Year 2000 related activities such as impact analysis, code conversions, testing, compliance and auditing. Please refer to table below.

Multimedia Software Developer

Duties:

Developing and implementing multimedia software for interactive computer-based training (CBT) and promotional software applications.

Minimum Requirements:
 

1. Education<: Bachelors degree (B.A.) or a 2-year Post-secondary diploma/certification with a computing element.
2. Language: Working proficiency in English and/or French (written and oral).
3. Experience: Two (2) years experience in elements in producing and incorporating the following elements into CBT and multimedia applications: digital video, 2D and 3D graphics, 2D and 3D animation, digitized audio.

Software Developer – Services

Duties:

Responsible for coding, testing, analysis, design, definition, development and implementation of applications systems.

Minimum Requirements:
 

1. Education: Bachelors degree (B.A.) or a 2-year Post-secondary diploma/certification with a computing element.
2. Language: Working proficiency in English and/or French (written and oral).
3. Experience: Two (2) years experience designing and implementing software.

Applicant’s experience in this field must be verified using one of the following tables. The applicant must possess experience working with at least one product or technology under each heading in either Table 1 (Systems Integrator) or Table 2 (Application Developer).

Software Products Developer

Duties:

Designing and implementing software for end users.

Minimum Requirements:
 

1. Education: Bachelors degree (B.A.) or a 2-year Post-secondary diploma/certification with a computing element.
2. Language: Working proficiency in English and/or French (written and oral).
3. Experience: Two (2) years experience with client/server applications.

Telecommunications Software Designer

Duties:

Designing and implementing real-time telecommunications software.

Minimum Requirements:
 

1. Education: Bachelors degree (B.A.) or a 2-year Post-secondary diploma/certification with a computing element.
2. Language: Working proficiency in English and/or French (written and oral).
3. Experience: Two (2) years experience designing and implementing real-time software, in a high- or low-level language, in the field of voice and data communications (a.k.a. telecommunications).
