Employer Direct - Priority Assessment Stream

Manitoba recognizes that employers play a critical role in helping newcomers settle successfully in Manitoba and that immigrants can provide a valuable source of skilled workers to our labour force. MPNP Employer Direct is a priority assessment stream that helps employers recruit and/or retain an international worker with the required skills for a position they may have been unable to fill with a permanent resident or citizen of Canada.

Priority will be given to:
  • employers who can show that they have made a genuine effort to recruit in Canada for the position, have thoroughly pre-screened the applicants to ensure they have the required skills and are job-ready and are offering a wage and benefit package compatible with labour market standards and sufficient to retain the worker in Manitoba
  • applicants who have the training, work experience, licensing or accreditation and language ability required for the position and who can show a strong potential for retention by the Province of Manitoba
  • applicants who are currently employed full-time in Manitoba on a temporary work permit with a permanent offer of employment

Employers can apply to the MPNP for pre-approval of job offers that:
  • are for permanent, full-time position(s) in Manitoba
  • meet prevailing regional wage rates
  • are made to individuals who meet the required qualifications for the position
  • do not conflict with existing collective bargaining agreements

Employers, who receive approval from the MPNP, may provide job offers to foreign workers to include with their applications to the MPNP for nomination for Permanent Resident Status in Canada.All applications submitted under the employer direct stream will undergo a full assessment by the MPNP. Applicants will be assessed on the basis of their long-term employability in Manitoba and their ability to establish successfully in this province. Nomination under the MPNP is at the sole discretion of the Province of Manitoba.

MPNP Employer Direct Application Process

If you are currently employed full-time in Manitoba on a Temporary Work Permit with a permanent job offer, you should proceed directly to Step 3.

Step 1: Employer Applies to MPNP for Pre-Approval of Job Offer(s)

MPNP will review applications for pre-approval of job offers from Manitoba employers on a priority basis. Employers will be informed if their applications to provide a job offer to a potential MPNP applicant have been approved, and the number of workers who can receive MPNP approved job offers.

Step 2: Employer Provides Guaranteed Offer of Employment form to the applicant.

MPNP will provide an approved employer with a Guaranteed Offer of Employment form to give to the potential applicant. The employer can provide one to each potential MPNP applicant, but cannot exceed the number of positions approved by the MPNP.

Step 3: Applicant Prepares and Submits a Complete Application to the MPNP

The applicant prepares an application package according to the MPNP Document Checklist and submits it to the MPNP including the Guaranteed Offer of Employment form from the employer.

Step 4: Manitoba Completes an Assessment of the Application for Nomination

Under the employer direct priority assessment stream, Manitoba will only assess complete applications from applicants providing an original Guaranteed Offer of Employment form from an employer whose application to recruit an international worker has been approved by the MPNP. However, applicants will not be assessed according to the points system described under the general stream. Applicants will need to demonstrate that they have the training, experience and language ability required for the employment position they are being offered. Manitoba will conduct a full assessment of the applicant's training, work experience, language ability, job-readiness and potential to establish successfully in Manitoba. This will be based on the potential for retention by the province and the settlement funds/supports available to the applicant. MPNP will inform both the applicant and the employer of the final decision. In regions of Manitoba, where the MPNP sees a significant need for settlement services for potential newcomers, the level of settlement supports provided by the employer and/or the community will also be assessed. Manitoba is committed to processing the applications of employer direct applicants as quickly as possible.
